William Carter, MD

Dr. William A. Carter earned his Doctor of Medicine from the University of Rochester School of Medicine and Dentistry in 1976 and completed his Family Practice residency at Lancaster General Hospital in 1979. Throughout his distinguished career, he has served patients across Lancaster, Dauphin, and York Counties through both private practice and academic medicine, combining decades of clinical experience with a passion for physician leadership and education.

Since 1999, Dr. Carter has focused extensively on medical aesthetics, recognizing its ability to improve confidence, enhance quality of life, and positively impact patient well-being. Over the years, he has completed advanced education and hands-on training in aesthetic medicine, including laser technologies, neuromodulators, dermal fillers, and a variety of energy-based treatment modalities. His experience spans both the clinical application of these treatments and the development of best practices that prioritize patient safety and exceptional outcomes.​​

As Medical Director and educator at the Institute of Medical Aesthetics (IOMA), Dr. Carter is passionate about elevating the standard of aesthetic education. He is committed to bridging the gap between traditional healthcare education and the rapidly evolving field of medical aesthetics by developing rigorous, evidence-based curriculum that prepares students for safe, ethical, and successful clinical practice. His work focuses on curriculum design, clinical competency standards, physician oversight, and fostering a learning environment that emphasizes critical thinking, patient safety, and lifelong professional development.
